This report documents the technical execution and outcomes of the INPACTAS project during the 2025 fiscal year. The initiative, funded by the Climate and Land Use Alliance (CLUA), focused on the professionalization and formalization of social-environmental impact startups in the Alto Solimões region of Amazonas, Brazil.
During the reporting period, the project achieved the formalization of 10 startups under the Inova Simples regulatory framework, provided strategic communication consulting to 9 enterprises, developed visual identity systems for multiple beneficiaries, and delivered comprehensive legal advisory services. The total budget execution reached USD 15,000.00, with a variance of only 0.002% from the approved allocation.

2. Context and Justification
2.1 Geographic and Socioeconomic Context
The Alto Solimões region is located in the westernmost portion of Amazonas state, at the triple border between Brazil, Colombia, and Peru. The region encompasses nine municipalities with a combined population of approximately 230,000 inhabitants, predominantly composed of indigenous communities and traditional riverine populations.
The territory faces significant structural challenges including limited access to formal financial services, geographic isolation from major economic centers, and a Human Development Index (HDI) below the national average. However, the region possesses substantial potential in bioeconomy, sustainable tourism, and traditional knowledge-based enterprises.

2.2 Identified Challenges
Prior assessments identified several barriers to entrepreneurial development in the region: high rates of business informality, limited access to technical and managerial training, absence of professional branding and communication strategies, and insufficient legal and accounting support for emerging enterprises.
2.3 Strategic Opportunity
The INPACTAS incubator, established in partnership with local institutions, identified a cohort of promising social-environmental impact ventures requiring structured support for market entry and sustainable growth. The CLUA funding enabled a comprehensive intervention addressing formalization, professionalization, and market positioning needs.
3. Project Objectives
3.1 General Objective
To strengthen the institutional and operational capacity of social-environmental impact startups in the Alto Solimões region through comprehensive professionalization and formalization support, enabling their sustainable participation in formal markets.

5. Activities Executed

Specialized accounting consulting was provided to all 10 startups, encompassing CNPJ registration, tax regime selection, fiscal calendar establishment, and ongoing compliance monitoring. The consulting firm FAEPI delivered comprehensive support ensuring 100% regulatory compliance across all beneficiaries.

5.2 Visual Identity and Design
Professional visual identity systems were developed for multiple startups, including logo design, color palettes, typography guidelines, business cards, letterheads, and promotional materials. Additional deliverables included product packaging design, social media templates, and presentation decks. The design work was executed by specialized consultants ensuring brand consistency and professional market positioning.

5.3 Legal Advisory Services
Comprehensive legal support was provided including: Memoranda of Understanding (MOUs) for partnership formalization, Non-Disclosure Agreements (NDAs) for intellectual property protection, trademark registration applications with INPI (National Institute of Industrial Property), and LGPD compliance assessments and implementation guidelines.
6. Strategic Communication Consulting
A comprehensive strategic communication consulting program was delivered to 9 beneficiary startups through EconoServe Consulting. This intervention represented a critical component of the professionalization strategy, addressing the identified gap in market positioning and brand communication capabilities among emerging enterprises in the Alto Solimões region.
